At midday on Thursday the half coin was up 0.8 percent at 95,800,000 tomans, the new design full coin up 0.1 percent at 187,200,000 tomans, and a gram of 18 carat gold down 0.3 percent at 18,653,000 tomans. The banknote dollar rate entered the 180,000 toman channel on 14 July (23 Tir), as news broke of the return of the naval blockade and concern over the state of Iran's ports, and has fluctuated between the 180,000 and 190,000 channels since. Over the past three weeks, gold bullion auctions were held at Iran's Exchange Centre on 14 July, 21 July and 28 July, at which more than 95 percent of the 82 kilograms offered, or 78 kilograms, was sold.

Iran extends import order registration without currency transfer to 6 September 2026
The Export and Import Regulations Office of Iran's Trade Promotion Organization issued a circular to customs offices on Friday, 31 July 2026, extending the validity of import order registration without currency transfer to 15 Shahrivar 1405 (6 September 2026). According to the text of the circular, the extension was made "in view of the continuation of the emergency conditions that have arisen and the need to expedite the declaration and clearance of goods," and in implementation of clause 51 of the package for hardening the national economy and civil defence under emergency conditions, adopted by the Supreme National Security Council on 1 March 2026. Its other basis is clause one of the 12 July 2026 decision of the Ministry of Industry, Mine and Trade's currency working group. The extension allows both new order registrations and the continuation of previously filed registrations without currency transfer, provided the goods have a warehouse receipt dated on or before 30 May 2026. The "import without currency transfer" mechanism lets an importer clear goods using its own foreign currency resources rather than an official allocation, a tool that, under constrained currency allocation, bears directly on the speed of customs clearance and on open market demand for foreign exchange.

Iran's agriculture minister says a payment mechanism has been set for 4.5 billion dollars of arrears owed to basic goods importers
Gholamreza Nouri Ghezeljeh, Iran's minister of agriculture, said on Thursday 30 July 2026 (8 Mordad 1405), on the sidelines of the country's second specialised livestock, poultry and dairy industries exhibition, that a mechanism has been settled for paying the arrears owed to importers of basic goods. He said that when the fourteenth government took office the overdue debt to basic goods importers stood at about 5.5 billion dollars, of which roughly 1 billion dollars has since been paid, leaving about 4.5 billion dollars, equivalent to around 4 billion euros, outstanding. The minister said his ministry has verified that the goods were received and sold through the Bazargah system, and that a special committee formed under a government bylaw has re-tallied the amounts owed. He added that at a meeting with the president last week the mechanism for paying these arrears in stages was agreed, and he expressed hope that the Plan and Budget Organisation, in coordination with the Central Bank, would arrange the funds as quickly as possible. According to the minister, returning liquidity to traders is a key factor in easing trade, securing stable supply and regulating the market for agricultural products.

Inspection Organization says 20,676 entities hold a combined 94 billion euros in unfulfilled FX commitments
According to the Tasnim news agency, Khodaian, head of the General Inspection Organization of Iran, said on Thursday 30 July 2026 that a review of central bank system data shows 20,676 natural and legal persons hold a combined total of about 94 billion euros in unfulfilled foreign currency commitments. The cases have been classified into three groups of large, medium and small debtors, and 225 of these persons have obligations exceeding 50 million euros. He said that as a result of the work of a special judicial panel formed on the order of the judiciary chief, close to 20 billion euros has returned to the country's economic cycle: 7.5 billion euros through the Currency and Gold Exchange Centre, 1.59 billion euros through banks and authorised exchange offices, and 10.86 billion euros through the settlement of foreign currency debts and other legal means. The cases of more than 17,000 small debtors have been referred to the Government Penal Organization. Khodaian said a review of some 40,000 export declarations showed part of the recorded amounts belonged to the National Iranian Oil Company but had been entered under other companies because of data-entry faults. He added that about 93,000 trade cards were issued between 2022 and 2026, and roughly 3,000 suspicious cards have been identified; 110 people had carried out about 14.9 billion euros of exports using 951 trade cards belonging to others. Judicial cases have been opened against four deputy ministers of industry, mining and trade serving under different governments.

Iran's tax administration issues a directive on the exchange rate used for imports without currency transfer
The head of Iran's National Tax Administration has issued directive number 200/1405/37 to tax offices, setting out how the exchange rate is determined for imports made without a currency transfer and the conditions under which foreign-exchange translation losses are accepted as a deductible expense. The directive was reported on Thursday, 30 July 2026 (8 Mordad 1405). Under the directive, for imports without a currency transfer, the exchange rate used to calculate the cost of imported goods is set on the basis of supporting documents; where no such documents exist, the banknote selling rate of Bank Melli Iran's exchange bureau applies. Where part of the foreign-currency transactions falls under obligations set by competent authorities, including the Central Bank, the rate set by those authorities is applied in the tax audit. For discharging export currency commitments through imports against exports, in the absence of supporting documents the buying or selling rate of the Iran Currency and Gold Exchange Centre is used. On translation losses, the directive cites clause 24 of article 148 of the Direct Taxes Act, confirming such losses are a deductible expense provided the taxpayer applies a consistent method across years.

Iran's Trade Promotion Organization chief calls for a three-year suspension of the anti-smuggling law

The free market dollar passed 193,000 tomans on Wednesday, 29 July 2026 (7 Mordad 1405). The newspaper Donya-e-Eqtesad reported the same day that the dollar stood at 193,800 tomans, an increase of 3,600 tomans on the previous day. According to market reports, the highest rate recorded in that day's trading was 193,820 tomans and the lowest was 192,480 tomans. Sahmino's price board recorded the US dollar at 1,936,150 rials, or 193,615 tomans, at 18:29 Tehran time, up 34,150 rials, or 1.8 percent, from the previous day. Joint committee formed between Iran's parliamentary industries committee and the central bank's FX deputy
Zahra Saeedi Mobarakeh, spokesperson for the Industries and Mines Committee of Iran's parliament, said on Wednesday 29 July 2026 (7 Mordad 1405) that a joint committee has been formed between the committee and the central bank's foreign exchange deputy. She said the body is meant to regulate supply and demand in the currency market so that pressure on manufacturing units eases while the exchange rate does not rise. Saeedi said that at a session between committee members, the central bank governor and officials from the Ministry of Industry, Mine and Trade, the problems of controlling the currency market and the prices of basic goods were reviewed. She added that over the past year important industries were damaged, which fuelled turbulence in the currency market, and that efforts were made to keep the resulting shock to the market as small as possible. The UAE dirham remittance sell rate rose 90 tomans to 41,505 tomans, and the Chinese yuan remittance sell rate rose 54 tomans to 22,520 tomans. The 1,000 South Korean won remittance posted the day's largest gain, up 1,248 tomans to 104,869 tomans. Against the market's overall trend, the Russian ruble was the day's only decliner: the ruble remittance sell rate fell 13 tomans to 1,936 tomans and its buy rate fell 13 tomans to 1,919 tomans.

According to the text of the circular, the list is attached to letter no. 7959950 of 13 June 2026 (23 Khordad 1405) from the Export and Import Regulations Office, and rests on clause 51 of the "package for strengthening the national economy and civil defence under emergency conditions", the subject of letter no. 200/400000 of 1 March 2026 (11 Esfand 1404) from the country's National Security Council. Under the import without currency transfer mechanism, the importer does not draw foreign currency from the official allocation system and must source it independently. Iran's free-market dollar traded in the 190,000 to 191,000 toman range on Tuesday 28 July
In trading on Tuesday 6 Mordad 1405, equivalent to 28 July 2026, the US dollar changed hands on Tehran's free market in the 190,000 to 191,000 toman range. Readings recorded through the day ranged from about 190,200 toman to close to 191,200 toman, between 2,200 and 3,200 toman higher than Monday 5 Mordad. The spread between the reported figures reflects the different times of day at which the rates were captured. On the same day, the remittance dollar at the Iran Currency and Gold Exchange Centre was quoted at 152,096 toman on the sell side and 150,727 toman on the buy side. That puts the gap between the exchange centre's remittance rate and the free-market rate at roughly 38,000 to 39,000 toman on the day. Also on the evening of Tuesday 6 Mordad, the Emami coin slipped about 0.8 percent to around 184 million toman, so a firmer dollar and a softer coin landed on the same session.

Head of Iran's Trade Promotion Organization says human intervention in FX allocation priority has been removed
Mohammad-Ali Dehghan Dehnavi, head of Iran's Trade Promotion Organization, said on Tuesday 28 July 2026 at the 42nd session of the Tehran Chamber of Commerce board of representatives that the process for prioritising foreign currency allocation has been fully systematised in cooperation with the Ministry of Industry, Mine and Trade's currency committee, and that human intervention has been removed from it. He said specialist deputies can now only prioritise commodity groups, with no ability to make decisions about individual applicants. He added that foreign currency accounts for more than 90 percent of the discussion in trade related meetings, and that the Comprehensive Trade System is a set of 70 to 80 subsystems belonging to different bodies, in which the Trade Promotion Organization's share is under 10 percent. Dehghan Dehnavi also said the fall in foreign currency resources caused by wartime conditions meant a plan to scrap currency optimisation was not implemented, and that for some commodity groups the optimisation ceiling has fallen to zero, while the currency quota system is more restricted than last year.
