The head of the Iran Afghanistan Joint Chamber of Commerce says Iran's goal is to turn the traditional rial afghani barter system into a formal banking platform, reducing exporters' reliance on third currencies. Under the latest official Afghan data (November 2024), Afghanistan exported only about $30 million worth of goods to Iran while importing roughly $1.8 billion from it, an imbalance the central bank's new "offshore rial" tool aims to address.

A fresh push is underway to formalize rial afghani trade settlement. Iran's joint chamber with Afghanistan says the goal is formal rial settlement. Afghanistan's imports from Iran reached one point eight billion dollars in November twenty twenty four. Missing formal banking ties pushed bilateral trade toward rial settlement for years. Afghanistan exported just thirty million dollars to Iran, while importing about one point eight billion. Iran's central bank introduced a tool called the offshore rial to settle these exports. The dialogue council delayed a higher repatriation rule for small exporters. This approach also targets exporters selling into Iraqi Kurdistan alongside Afghanistan. Salimi says during internet outages traders met in person at the border. The joint chamber was formed in October twenty twenty three to grow trade.
