Competition Council Calls Iran's 15% Car Price Hike Insufficient; Tehran Bourse's Automaker Stocks Caught Between Codal Rally and War Selloff (Thursday, July 9, 2026)

Iran's Competition Council (session 758, July 8, 2026) again ruled the Industry Ministry's approved 15% car price hike falls short of the Protection Organization's justified 25%. The dispute lands on Tehran Bourse's automaker stocks, Khodro, Khasapa, Khegostar and Khbahman, a group that rode a Codal-driven rally in Khordad but now faces selling pressure from the collapsed Iran-US ceasefire.

Iran's Competition Council, at its session 758 on Wednesday, Tir 17, 1405 (July 8, 2026), again ruled that the Industry Ministry's approved 15% price increase for domestic cars falls short of the roughly 25% increase the Consumer and Producer Protection Organization deems justified, and referred the case to oversight bodies. The dispute lands squarely on Tehran Stock Exchange's automaker stocks, namely Khodro (Iran Khodro), Khasapa (Saipa), Khegostar and Khbahman, a group that opened the summer on a Codal-disclosure buying rally but has spent this week under broad selling pressure following the collapse of the Iran-US ceasefire.

Background

The car-pricing dispute is not new. Iran Khodro raised its factory prices 30 to 50% on Khordad 27, 1405 (June 17, 2026), an increase a member of the parliament's Industries Commission said bypassed full coordination with the Competition Council. That Codal disclosure, alongside a similar move at Saipa, pulled Khodro and Khasapa, both halted for nearly a month before that, back into buy queues alongside Khegostar and Khbahman, briefly making the automaker group one of the bourse's most actively traded. Session 758 of the Competition Council on Tir 17 revisited the same fault line from another angle: according to the Council's spokesperson, the Industry Ministry announced its 15% figure without fully observing guideline 543, while the Protection Organization, using inflation and the free-market dollar rate, judged a figure near 25% to be justified.

Drivers

Two distinct forces are acting on this group. First, the mechanism built into guideline 543 itself: the permitted car price increase is tied to inflation and the free-market dollar rate, since a significant share of parts and semi-knocked-down (CKD) kits are imported using foreign currency; that is why the dollar's move past the 180,000-toman mark pulls the Protection Organization's calculation toward a figure above the Ministry's 15%. Second, this week's geopolitical shock: after the US president, speaking on the sidelines of the NATO summit, called the ceasefire with Iran "over," and hours after an attack on three tankers in the Strait of Hormuz, renewed US strikes began, broad selling pressure hit a large share of Tehran Stock Exchange's most actively traded stocks at once, including Khodro, Fars, Fameli, Shapna and Vamellat, a sign the selloff was not confined to one or two large-cap names.

Outlook

Two opposing paths lie ahead for the automaker stocks. On one hand, referring the 15% case to oversight bodies could, if the Protection Organization's argument is accepted, lead to an approved top-up price increase and better book margins for automakers, a pattern similar to what drove the Khordad buying queues. On the other hand, as long as the escalation cycle in Iran-US military tensions continues, the risk of broad selling across Tehran Stock Exchange, automaker stocks included, remains in place. This is an observation based on the current trend, not a stock-price forecast or a recommendation to buy or sell.

What to Watch

Watch for when, and with what figure, the oversight bodies that received the Tir 17 referral issue their ruling, and whether Iran Khodro or Saipa file a fresh price disclosure on Codal. At the same time, the path of the Iran-US ceasefire and the daily behavior of Tehran Stock Exchange's main index, which Sahmino tracks in its Market Pulse coverage, will set the automaker group's near-term direction.

The lesson of 1399: that year the price was at its peak; today the risk is.
