The annual general meeting of Cement Investment Company of Tamin, which trades as Sita on the second board of the Tehran Stock Exchange, was held at 9am on Sunday 6 September 2026 (15 Shahrivar 1405) and approved a cash dividend of 4,155 rials per share. That is 96.58 percent of the company's earnings per share of 4,302 rials for the financial year ended 21 May 2026 (31 Ordibehesht 1405), and across 22 billion shares it comes to 9,141 billion tomans.

The symbol was halted for three sessions and reopened on 8 September. From that day to Sunday 13 September 2026 it has closed at the 3 percent daily price cap in all four sessions, and today the closing price stood at 29,880 rials while 28,045,626 shares sat in a buy queue with no supply recorded at any of the five order book levels.

Background

Sita is the cement investment arm of the Tamin group and is classified in the cement, lime and plaster sector. Its last closing price before the halt, on 2 September 2026 (11 Shahrivar 1405), was 26,560 rials. The symbol stayed halted through the sessions of 5, 6 and 7 September and reopened on 8 September at 27,350 rials.

The four sessions since, from Sahmino's own price series, ran as follows: 27,350 rials on 8 September, 28,170 rials on 9 September, 29,010 rials on 12 September and 29,880 rials on 13 September. Each of the four closed at or within a hair of the 3 percent cap. The distance from the 2 September close of 26,560 rials to today's close of 29,880 rials is 3,320 rials, or 12.5 percent.

Tehran Securities Exchange Technology Management Company data for 13 September shows the low, the high and the first traded price were all 29,880 rials, meaning the share traded the entire session at that single price and moved neither above nor below it. In that session 1,621,320 shares changed hands in 461 trades, worth about 4.8 billion tomans.

The key figures

  • Earnings per share for the year ended 21 May 2026: 4,302 rials
  • Cash dividend approved at the 6 September 2026 meeting: 4,155 rials per share
  • Payout ratio: 96.58 percent
  • Net profit for the period: 94,645,225 million rials, about 9,464 billion tomans
  • Total approved dividend: 91,410,000 million rials, or 9,141 billion tomans
  • Dividend approved at last year's meeting: 51,700,000 million rials, or 5,170 billion tomans
  • Share count: 22 billion
  • Closing price on 13 September 2026: 29,880 rials
  • Buy queue at the close today: 28,045,626 shares, with no supply across five order book levels

The income statement figures and the dividend resolution are taken from the summary of the meeting's decisions filed on codal (tracing number 1595850). The price figures come from Sahmino's own series and from the Tehran exchange's board data for 13 September 2026.

What is driving it

First, the size of the decision itself. This year's dividend of 91,410,000 million rials compares with the 51,700,000 million rials approved at last year's meeting, 76.8 percent more. Out of distributable profit of 101,756,466 million rials, the company handed over almost the whole of that year's earnings, and retained earnings at the end of the period, after the meeting's resolutions, came to about 10,230,000 million rials.

Second, who the money goes to. The attendance list recorded in the minutes shows 91.07 percent of the shares were represented, and that Social Security Investment Company alone holds 19,580,953,870 shares, or 89 percent of the company. On that proportion, roughly 8,135 billion tomans of the dividend is the Social Security Investment Company's, while the "other" holders in the meeting's list are recorded at 2.06 percent. That figure is computed from the ownership percentages in the minutes.

Third, the free float. Sita's free float in the nightly reading of 13 September 2026 is 10 percent and its average monthly traded volume is 5,719,026 shares. Only 1,621,320 shares traded today, less than a third of the monthly average, while a 28 million share buy queue sat behind the board. When the tradable slice of a symbol is small, demand gathering at the cap price finds no matching supply and the session closes at that one price, which is the pattern today's board shows.

Fourth, the valuation. In the nightly reading of 13 September 2026, Sita's price to earnings ratio is 6.95 times against 7.66 times for the cement, lime and plaster sector. The company's market capitalisation on the same date is 65,736 billion tomans.

One mechanical point matters for a newer reader: a dividend approved at a general meeting belongs to whoever owned the share on the day of the meeting. A buyer today is not entitled to that 4,155 rials. The approved dividend is equal to 15.6 percent of the last closing price before the halt (26,560 rials on 2 September), and the company has to file its payment timetable separately on codal.

The market backdrop is not irrelevant either. The Tehran Stock Exchange's main index (TEDPIX) closed today, 13 September, up 153,863 points at 7,431,450, its seventh consecutive record close in Sahmino's series. Sita's buy queue formed inside a market like that, and the two facts should be read together.

Outlook

What the data supports is this: for as long as no supply is recorded at the cap price, price discovery in this symbol is effectively suspended and each session's closing price pins to the top of the band. That is a description of today, not a forecast of the next session. The size of the queue at the start of the next session, and the first supply recorded on the board, are the two things that change it.

No new material disclosure from this company appears in the group A or group B disclosure lists on codal over the past two days, and the symbol is not under exchange supervision.

The bottom line

At its 6 September 2026 meeting Sita paid out close to all of its annual profit in cash: 4,155 rials per share, 96.58 percent of earnings per share, 9,141 billion tomans in total, 89 percent of which goes to the majority holder. Since reopening, the share has closed at the 3 percent cap in four consecutive sessions and today stands at 29,880 rials on a 28 million share buy queue. The one thing to remember: a dividend approved at a meeting reaches the owner on the day of the meeting, not the buyer today.

Rasad's reading as of 13 September 2026: Sita stays above 29,010 rials through the end of this week, for as long as the buy queue holds with no supply on the board; the level this reading is measured against is 29,880 rials, and a close below 29,010 rials, the 12 September close, invalidates it.

What to watch

  • The dividend payment timetable filing on codal and the dates it names
  • The size of the buy queue at the start of the next session and the first supply recorded at the cap price
  • Traded volume against the 5,719,026 share monthly average
  • Sita's price to earnings ratio against the sector's 7.66 times

Live pricing and history for this symbol are on the Sita page, and the wider board is in the prices section. The previous session's market-wide picture is in Iran Market Pulse for 13 September 2026, and scheduled events are listed on the calendar.
