Iran's Housing Rent Inflation Hits a 45 Month Low in Mordad

According to a report by the Ministry of Roads and Urban Development and Iran's Statistical Center, published by IRNA and carried by Donya-e-Eqtesad on Saturday, 7 Shahrivar 1405 (August 29, 2026), annual inflation in Iran's housing rent index reached 32.3 percent in Mordad (the month ending August 22, 2026), the lowest annual rate for this market since Azar 1401 (November/December 2022). Point to point rent inflation for the month was reported at 31.8 percent, while the country's overall point to point inflation for the same month was 89 percent, about three times the rent figure. Annual overall inflation was reported at around 70 percent, more than double Mordad's annual rent inflation. Among 12 categories of household goods and services, the rental market recorded the lowest point to point and annual inflation in Mordad, while the tobacco and food and beverage categories saw the steepest price increases, at about 161 percent and 127.5 percent point to point inflation respectively.

2,295 National Housing Units Delivered in Hamedan Province

A total of 345 urban and 1,950 rural housing units under Iran's National Housing scheme were delivered in Hamedan province, Khabar Online reported. Speaking at the inauguration ceremony in Nahavand, Roads and Urban Development Minister Farzaneh Sadegh Malvajerd said about 100,000 National Housing units have been opened in Hamedan to date, with 80,000 of them delivered over the past two years. She said 850,000 people have registered for the scheme in Hamedan, of whom 350,000 belong to the lowest four income deciles, and that the government remains committed to housing them. The minister cited income tier based loans, land swaps with contractors, and Housing Foundation loans for low income applicants as support measures. Audit Court Confirms Continued 30 Trillion Toman Allocation to Complete Mehr Housing

Central Bank Raises Housing Loan Ceiling for Tehran Couples to 2 Billion Tomans

Tehran's first rent heat map puts the average monthly rent for an 85 square metre apartment at 51 million tomans

The newspaper Donya-e-Eqtesad reported on Tuesday, 4 August 2026 (13 Mordad 1405), the publication of the first rent heat map covering Tehran's 22 municipal districts. The map was produced by the Housing Market Observatory channel, the same source behind the weekly house price heat map. The figures on the map are estimated from the average asking rent per square metre across listings in each district, then converted into the rent for a single 85 square metre residential unit. On that basis, the rent landlords are asking for such an apartment across Tehran as a whole is 51 million tomans a month. The figure is calculated without any upfront deposit. According to the same report, in five Tehran districts, numbers 1, 2, 3, 5 and 6, the rent for an 85 square metre apartment sits above the citywide average at more than 50 million tomans a month. These are landlords' asking rents and do not necessarily match the final rates in signed contracts. Housing rent is one of the heaviest items in the Iranian household basket, and according to the Statistical Centre of Iran, monthly rent inflation in Tir 1405 was 2.3 percent, below the overall monthly rate.

Work begins on about 1,000 rental housing units across 12 new towns in Iran, with 190 ready to hand over

Iran's High Council of Urban Planning rejects a density increase from 11 to 15 floors in Tehran's District 1

Iran's National Housing Fund allocates 20 trillion rials in temporary housing deposit loans for war-affected households

The head of Iran's National Housing Fund said on Monday, August 3, 2026, that 10 trillion rials of the fund's resources have been paid to Bank Maskan so that, with a 50 percent contribution from the bank, a total of 20 trillion rials in interest-free temporary housing deposit loans can be paid to applicants identified by the Housing Foundation and referred to the banking network. Donya-e-Eqtesad review finds the claim of a 50 percent crash in housing loan bond prices is inaccurate

The newspaper Donya-e-Eqtesad reported in its edition of Monday 3 August 2026 (12 Mordad 1405) that content circulated over the previous 48 hours by some social media news channels, claiming a 50 percent crash in the price of housing loan bonds, does not match the reality of that market. Based on the paper's review of traded prices for housing purchase facility bonds on the Iran Fara Bourse, the average price per bond in recent days of Mordad was about 80,000 tomans, down 24.5 percent from 106,000 tomans in Mordad last year. Since the start of 1405, the monthly average price has consistently been below the equivalent months of 1404, with an average decline of 13 percent; in Tir the decline was 21 percent. Each bond is worth 500,000 tomans of housing loan entitlement, so obtaining a 500 million toman loan in Tehran requires 1,000 bonds. The report adds that the current level is not a record low either: the historical average price since 1389 is 79,000 tomans, with historic troughs recorded in Shahrivar 1392 at 38,000 tomans and Mordad 1398 at 36,000 tomans. The paper attributes the recent decline mainly to last year's increase in the loan ceiling, which had lifted bond prices to 136,000 tomans in Dey and Bahman, together with a deepening slump in home purchases and the eroding purchasing power of the loan.

Tehran municipality report: the capital was hit 650 times in the 40 day war and more than 50,000 homes were damaged

A statistical report by the urban planning and architecture deputy of Tehran municipality on damage from air strikes on civilian areas of the capital was presented at a session titled "Unfinished Narratives of the City" at the University of Tehran's faculty of urban planning. Hossein Nouhi, a court certified expert and head of permit issuance for Tehran municipality's District 5, cited the report as saying the city was hit 650 times during the 40 day war, with some locations struck more than five times by missiles, bombs and drones. According to the same report, District 4 recorded the most strikes at 90, followed by District 21 with 62, District 1 with 57 and District 22 with 55, while District 17 recorded the fewest at three. The municipality report says more than 50,000 residential units in Tehran sustained damage in the 40 day war, ranging from minor to total. About 40,000 units needed minor repairs such as broken glass and windows, roughly 8,900 suffered damage to architectural elements with the structure intact, 415 required reinforcement or renewal, and more than 2,000 were completely destroyed. By comparison, in the 12 day war 27 provinces were struck 359 times and Tehran, hit 108 times, had 8,520 damaged residential units. In the 40 day war 29 provinces were targeted, and according to the Interior Ministry the provinces of Tehran, Isfahan, Hormozgan, Khuzestan, Bushehr, Kermanshah and East Azerbaijan were the worst affected. The head of the Red Crescent Society has put the nationwide total of damaged residential and commercial units at 149,528, comprising more than 123,000 homes, 24,000 commercial units and 350 health and treatment centres. Nouhi also referred to an estimate of $280 billion in national damage from the 40 day war and said Tehran municipality has made shelter construction a requirement in new building permits. The scale of residential and commercial reconstruction feeds into domestic markets through demand for building materials and the capital's housing market.

Iran's roads ministry plans six new cities on the northern and southern borders

Iran extends the filing deadline for 1404 rental income tax returns to the end of Shahrivar

Seyed Mohammad Hadi Sobhanian, head of Iran's National Tax Administration, has issued a circular to tax offices extending the deadline for filing rental property income tax returns under Article 57 of the Direct Taxes Act. Iranian MP says the 850 million toman housing loan falls short and should rise to 1.5 billion

Habib Ghasemi, a member of parliament's construction commission and of the presiding board of its Article 90 commission, told the Khane Mellat news agency, in remarks republished by EcoIran on Sunday, 2 August 2026 (11 Mordad 1405), that raising the National Housing Movement loan ceiling from 650 to 850 million tomans does not meet the needs of lower income deciles given inflation and construction costs. He recalled that when the Housing Production Leap Law was passed the initial loan figure was set at 500 million tomans, at a time when the average build cost per square metre was under 10 million tomans. Ghasemi said the average build cost per square metre, excluding land, is now estimated at more than 25 to 30 million tomans, and that to preserve the same ratio the loan would have to be about 1.5 to 2 billion tomans. He added that applicants cannot cover the gap on a 100 square metre unit priced at roughly 2.5 to 3 billion tomans. Ghasemi also said 135,000 Mehr Housing units remain outstanding from previous governments, and that of the roughly 850,000 units registered under the Housing Production Leap Law, fewer than 10 percent have been delivered. He proposed either halting the scheme or raising the loan to 1.5 billion tomans, with banks not requiring applicants to fund their full share. The 850 million toman ceiling was approved by the High Council of the Central Bank of Iran at its 71st meeting.

Iran automatically extends construction engineering work permits to 22 September 2026

Iran's Construction Engineering Organisation said on Saturday, 1 August 2026 (10 Mordad 1405), that the validity of all work permits held by individuals and companies under article 4 of the Engineering and Construction Control Law has been automatically extended to 22 September 2026 (31 Shahrivar 1405). According to the announcement, the extension follows a cabinet decision and coordination with the housing and building deputy of the Ministry of Roads and Urban Development. It requires no in person application and makes no change to the terms of the permits. Holders will also not be required to provide the certificate specified in article 186 of the Direct Taxation Law in order to renew these permits. The housing, water, electricity, gas and other fuels group reached 442.6 index units in Tir, with monthly inflation of 2.8 percent, point to point inflation of 26.8 percent and annual inflation of 35.5 percent. The housing sub index stood at 432.5 units. Home maintenance and repair services were among the fastest moving items in the group, at 6.7 percent month on month and 83.3 percent point to point. Tir is normally one of the busiest months in the rental market because the tenant moving season begins then. Housing carries the heaviest weight in the household basket, so the group remains the single biggest influence on living costs even in a month when its monthly rate runs below the average.

Housing loan bond price falls to 78,000 tomans, down 43.5 percent from Esfand 1404

The average price of a housing loan priority bond, known as "tase", has fallen to about 78,000 tomans on the Iran Fara Bourse. According to a Mehr News Agency report on Saturday 1 August 2026 (10 Mordad 1405), that is down about 22 percent from Farvardin this year and about 43.5 percent from Esfand 1404. A single bond traded at about 112,000 tomans in Esfand 1404 and about 95,000 tomans in Farvardin 1405. The drop directly lowers the cost of reaching a housing loan. A couple applying must buy 2,560 tase bonds: 2,000 for the one billion toman home purchase loan and 560 for the 280 million toman repair loan known as jo'aleh. At an average of 78,000 tomans, the upfront cost of buying those bonds works out at about 199 million tomans, against about 289 million tomans in Esfand 1404 and about 243 million tomans in Farvardin 1405. Iran rations its housing construction loan to National Housing contractors above 65 percent completion

Iran's banking network raised its housing construction loan by 200 million tomans to a ceiling of 850 million tomans, but restricted eligibility for the revised facility to contractors building on 99 year state land, and only those whose projects have passed 65 percent physical completion. Donya-e-Eqtesad reports that the loan itself covers the cost of less than 30 square meters of construction. The rationing leaves out a wide range of housing suppliers: builders investing in worn urban districts, private firms ready to produce rental housing, and other private developers who urgently need bank credit to pre purchase materials in the face of construction cost inflation. The National Housing scheme began in 1400 with a pledge to build 4 million owner occupied units on 99 year land within four years. Since then only about 600,000 units have been under construction by state contracted builders. More than five years on, only about 30 percent of the units being built have passed the 65 percent completion mark, and roughly 30 percent of projects remain below 20 percent progress.

UK Annual House Price Growth Slowed to 1.8% in July

The US 30-year mortgage rate rose to 6.66%, up from 6.58% a week earlier

A simple calculation on these figures gives a range of roughly 103 million to nearly 297 million tomans per square metre between Fardis and Azimieh. The report describes a market split in two: northern districts such as Azimieh and Jahanshahr have separated from the wider market because good land is in short supply, while outlying areas and satellite towns such as Hashtgerd and Mohammadshahr act as a relief valve for buyers on limited budgets. Iran's annual housing rent inflation falls to 32.5%, the lowest in 44 months

According to the Statistical Center of Iran's consumer price index report for Tir 1405 (22 June to 22 July 2026), monthly inflation in the housing rent index eased to 2.3% and annual rent inflation fell to 32.5%, the lowest annual reading for the rent index in 44 months, that is since Azar 1401. Point-to-point rent inflation was reported at 31.7%, holding within the 31% band. Iran launches «Khaneh Omid» housing scheme, targeting 220,000 units for the bottom four income deciles in 1405

The head of the Islamic Revolution Housing Foundation announced the launch of the «Khaneh Omid» (House of Hope) scheme at a conference in Ardabil on Wednesday, 29 July 2026 (7 Mordad 1405), saying 220,000 residential units are planned under the scheme for the current Iranian year. Iran raises the individual National Housing Movement loan ceiling from 650 to 850 million tomans

Roads Ministry official says land for 94,000 housing units was handed to industries over the past year

Eviction orders against tenants banned until the end of the Iranian year 1405, with the 25 percent rent cap monitored through the Khodnevis system

He said 211 units have been bought and uploaded to the system so far. He added that with 55 hectares of land secured, low income housing construction capacity in the province has risen from 1,800 units to 4,472 units, and that grants of up to 300 million tomans are available for clients of the Imam Khomeini Relief Foundation and the State Welfare Organisation.

Iran's registration organization says yellow single-page title deeds need no replacement, while informal sales of green deeds are barred

Azam Ghavidel, spokeswoman for Iran's Deeds and Property Registration Organization, said on Monday, 27 July 2026 (5 Mordad 1405), that yellow cadastral single-page title deeds do not need to be replaced or converted into green ones. The clarification answered a question about confusion in the property market in recent weeks. She said that at present only green title deeds fall under the Law on Mandatory Official Registration of Immovable Property Transactions as regards how sales are conducted. Deeds issued after that law took effect on 24 June 2024 (3 Tir 1403) are issued in green, and each time a property changes hands a new single-page deed is issued in the buyer's name in green. Ghavidel said that for properties held under a green deed, drawing up a sale agreement, a preliminary contract, a settlement deed or any informal document is prohibited, with the exception of informal lease contracts of less than two years. Where an informal transaction is made and a dispute arises, no criminal complaint or civil action will be heard in judicial, quasi-judicial or arbitration bodies, and unregistered documents will not be accepted by executive bodies. She added that yellow deeds will soon fall under the same law as regards how transactions are conducted, without any requirement to replace the deed itself.

Iran's share of this market remains small. Ali Naghavi, head of the technical, engineering and construction services commission at the Iran Chamber of Commerce, said Iran has in many areas failed to use market studies in a way that lets the private sector expand its activity in target markets. The report identifies import-substitution policy, the wide role of state companies, a complex tendering system, inflation above 10 percent, and difficulties with project financing and bank guarantees as the main barriers for Iranian firms.
